The 24th chromosome in a good human could give them super human strength, rapid healing, even increased metabolism, but in an impure human it can cause grotesque mutation that will attack and infest others like itself if this happens they are rather difficult to kill. This extra chromosome, if given to any of the Wesker children, could stabilize the virus in them making them stronger or turning them into something worse.
This project was abandoned due to the fact that Umbrella had collapsed and Tricell went there after, Willpharma will have nothing to do with the engineering of the 24th chromosome due to the unforeseeable side effects that could cause it to spread much like the T-virus did in Raccoon City.
